Additional budget appropriations: government mobilizes MAD 20 billion without widening the deficit

The Government Council adopted, on Thursday, May 14, 2026, a draft decree opening additional appropriations under the State’s General Budget. The decision is justified by the need to cover unforeseen expenditure, particularly in connection with the international context and the consequences of floods that affected several regions in the north of the Kingdom.

What amount?

According to information obtained by Médias24 from a reliable source, the additional appropriations to be opened this year amount to MAD 20 billion.

What legal framework?

The organic law on finance laws authorizes the government, during the fiscal year, to open additional appropriations under the State budget when circumstances require it. The draft decree adopted on Thursday explicitly falls within the framework of Article 60 of this organic law.

The use of this prerogative is not unprecedented. In recent years, the executive has already resorted to it several times to absorb the effects of economic and social shocks, notably in a context marked by soaring international energy and commodity prices.

What will these appropriations be used for?

According to the government, these additional appropriations will mainly be used to finance measures aimed at mitigating the repercussions of the war in the Middle East, particularly by maintaining the stability of butane gas prices, transport and electricity despite the rise in global prices for natural gas, fuel oil and coal.

They will also finance measures taken following the floods that affected certain areas in the north of the Kingdom, as well as the strengthening of the capital base of certain public institutions and state-owned enterprises.

What about the budget deficit?

Despite this increase in public spending, the executive intends to maintain its budget deficit target at 3%.

To preserve this balance, the government is relying on the favorable momentum of tax revenues. According to our sources, tax revenues were up at the end of April 2026 by 13% compared with initial forecasts, providing additional room for maneuver to finance these new expenses without calling macroeconomic balances into question.
